Terry Schutten, Sacramento County's top executive, to step down Dec. 31

Terry Schutten is retiring in December after 10 years as Sacramento County's top executive.
Sacramento County's top administrator, Terry Schutten, is retiring at the end of the calendar year.
Schutten has been the county executive officer since June 1999 and has led the county through the Freeport Regional Water project, the airport expansion, increased neighborhood participation and land conservation efforts.
He also has been at the helm of the worst county
