Mets were willing to give MLB contract to Takahashi

According to Patrick Newman in another up-date on NPB Tracker about Hisanori Takahashi the Mets were willing to give a major league contract to the veteran left handed Japanese pitcher. I'm extremely surprised that anyone would give him a major league deal, since he's an unknown commodity.
More importantly once again the Mets appear to have a flaw in the process of negotiating with players, they seem to be identifying players they want but seem to get bogged down by indecision. If they
